Raema, of German descent, was born in Samoa. Paul, hailing from England, first arrived in Samoa in 1992 as the Secretary General for the YMCA. In 1999, after contributing significantly to the youth of Samoa, Paul handed over YMCA management to local staff and was granted permanent residency in Samoa. Since then, he has called Samoa home. Returning to Samoa in 1986 from owning a restaurant in Sydney and dairy farming in New Zealand, Raema took on the management of 12 family-owned flats in Motootua, near the main General Hospital in Apia. In 1999, Raema and Paul joined forces as partners to establish Navigator Enterprises Ltd. Their venture began with the property management of 'Coxon’s' Building, a two-story commercial building in Saleufi, a bustling part of Apia. 'Coxon’s' Building boasts 17 rental spaces, predominantly offices upstairs, and on the street level, it houses a large hardware store (ACE Hardware), a boutique, cafe, and, adjacent to ACE, Navigator Enterprises Ltd's retail store and Navigator Property Management. The name 'Navigator Enterprises' pays homage to the early European explorers who dubbed Samoa the 'Navigator Islands' due to the islanders' exceptional seafaring skills.
